The issue of Bangladeshi infiltrators has been the biggest issue in the country since independence. For this only the NRC is being applied in the country. Today we discussed about the NRC. The full form of NRC is National Register of Citizenship. NRC is specially made for ASSAM but on 20th November 2019, Home Minister Amit Shah declared during a parliament session that NRC is applied on entire country. NRC was first applied in Assam on 1951. The NRC is a roaster of all citizens who have been living in Assam since before 24 March 1971, which was later demanded to be updated by the “All Assam Student Union” in 1975. For this, all those who came to Assam after the formation of Bangladesh i.e. 24 March 1971, were called Refugees. The preaching of the Assam accord was to identify the foreigners, according to All Assam Student Union cause of the refugees they were faced criminal incidents there and their rights were being abused also.

Data:

A total of 1200 crore rupees, 55000 officers attended and 64.4million documents were checked to collect data of NRC.

Who is the citizen?

According to the NRC law, who has been living in Assam since 25 March 1971 will be a citizen of Assam. For this, the government has formed two groups “Group A and B”, which have different documents, by showing which you can prove yourself a citizen of Assam. In Group A, there are those who have documents to proof that they are the citizen of Assam and in Group B they are those who say that their ancestors lived there, then they became citizens of Assam. The documents of Group A and B are given below:

Documents given in Group A:
         1.     Electrical roll of 25 March 1971
         2.     NRC of 1951
         3.     Rent and tenancy record
         4.     Citizenship Certificate
         5.     Residential Certificate
         6.     Passport
         7.     Bank or LIC Documents
         8.     PRC (Permanent Residential Certificate)
         9.     Education Certificate or Court Order
       10.    Refugee Registration Certificate

Documents given in Group B:
        1.     Document of Land
        2.     Date Of Birth Certificate
        3.     Certificate of Board or University
        4.     Record of Bank and Post Office
        5.     Ration Card
        6.     Voter List
        7.     Legal Acceptable Certificate
        8.     Certificate given by the Marriage Officer
        9.     Document given by any officer or Gram Panchayat Officer
      10.    LIC Record

How the NRC Updated:

If anyone has to prove himself as a citizen of Assam, he has to show his place of residence in Assam before 25 March 1971. He will also have the documents of Group A along with the NRC form. If someone calls himself a citizen of Assam on the logic of his ancestors, then he will have to show the documents of Group B along with the NRC form.

Final List:

The last list was released on 31 August 2019, which did not include 19,06,657 people. There are a total of 3.11 crore people in the list, while the total applications were 3.29 crore.

Does Exclusion mean Foreign:

No, according to the 1974 law, those people whom the government is calling foreigners can appeal in the court. As of July 2019, 1,17,164 people have been found foreigners, out of which 1,145are in the custody.
